Animal Welfare Bill must not be a lame duck - Baker12.00.00am UTC (GMT +0000) Wed 14th Jul 2004 Commenting ahead of today's publication of the draft Animal Welfare Bill, Norman Baker MP, Liberal Democrat Shadow Environment Secretary, said: "I welcome the publication today of the draft Animal Welfare Bill by the Government. It has had a long gestation period, so let's hope that what is produced is not a lame duck. "This is a once in a generation chance to improve animal welfare in a significant way. The Government's intentions have undoubtedly been good but they must carry through those good intentions. They must not cave in to pressure and end up merely reassembling that which is already there."
